Caelmourn is the oldest continuously inhabited city in the Kingdom of Elaris: a planned river capital whose enduring institutions encircle the silent, impenetrable Sealed Citadel.
A city governed by tradition, sustained by knowledge, and overshadowed by questions no historian has answered.
Founding of the capital
Caelmourn stands upon the Verdant Rise where the Rivers Eldwen and Cirel meet. The site is naturally defensible and commands the principal trade routes between the eastern plains, western forests and southern kingdoms. Fertile farmland, abundant fresh water and river access allowed the first fortified settlement to become the political, economic and cultural centre of Elaris.
Unlike cities that grew without order over many centuries, Caelmourn was planned from its inception. Broad avenues radiate from the Royal Palace through concentric districts, joining military practicality to the founders' belief that order within the capital reflected order within the kingdom.
Age of the First Kings
Royal chronicles credit King Aeren the Earthbinder with unifying the surrounding territories beneath one crown. Historians still dispute whether Aeren founded Caelmourn outright or selected an existing settlement as his seat, but surviving records agree that it became the permanent capital during his reign.
The monarchy thereafter maintained an almost uninterrupted succession. Civil disputes, assassinations, regencies and succession crises repeatedly threatened the realm, yet the royal line endured as one of the oldest continuous dynasties in the known world. The city's walls, districts and civic institutions expanded alongside the crown's influence.
The Sealed Citadel
The Royal Palace, known throughout Elaris as the Sealed Citadel, occupies the exact centre of Caelmourn. Following the coronation of the current monarch, its gates were closed and have never reopened. No official procession has left its halls, no servant has publicly entered or departed, and the royal household has remained entirely absent from public life.
Government nevertheless continues through ministers, magistrates and institutions established before the sealing. No official explanation has ever been given. Stories of hidden entrances beneath the city, passages beyond the walls and concealed chambers from Caelmourn's earliest years remain unsubstantiated but inseparable from the city's folklore.
The Citadel is protected less by visible soldiers than by immense walls of black stone. Their height exceeds every surrounding building, making the palace at once the kingdom's greatest symbol and its most forbidding absence.
University District
The Grand Repository forms the heart of Caelmourn's University District. Seven storeys of manuscripts, historical records, maps, scientific treatises and literature make it the foremost library in Elaris. Scholars cross the continent to consult works preserved nowhere else.
An elevated stone bridge connects the Repository to the College of Eloquence, where diplomats, historians, magistrates and bards are educated. The college has produced generations of influential scholars, politicians and writers. From the Repository's Observation Tower, visitors gain one of the few clear views across the roof of the Sealed Citadel.
Commerce and craftsmanship
Caelmourn's artisan districts became renowned for glassmaking, masonry, textiles and metalworking. Powerful guilds established standards of workmanship and commerce that were later adopted throughout the realm.
The Clockmaker's Quarter was once the most celebrated of these districts, with dozens of workshops producing mechanisms sought by nobles across neighbouring kingdoms. Only Varnel & Sons survives. Historians admire the earliest clocks as feats of engineering; local tradition insists that some were designed to measure or warn of something other than time.
Guilds and civic life
Merchant guilds, craftsmen's associations and civic orders shape daily life, while independent bodies such as the Couriers' Guild maintain communication across Elaris. Taverns gather merchants, adventurers, scholars and travellers drawn to the capital from every province.
Beneath this ordered civic life lies a quieter network of organised crime, hidden markets and secret societies. These rarely appear in official records, although their persistence is acknowledged even by those charged with denying them.
Legends beneath the city
The oldest legend concerns the Throne Beneath the Throne. It claims that an ancient black stone lay beneath the Verdant Rise before the city existed, and that a throne carved from it grants immortality at a terrible cost.
The Circle That Cannot Be Closed is sometimes found cut into the foundations of ancient wells and underground chambers. Its purpose remains unknown. During periods of upheaval, old families also claim to hear the Bone Choir singing faintly beneath the palace foundations, although no reliable evidence has confirmed the voices.
These stories are often connected to the earliest tower clocks and their supposed forgotten purpose. Whether they preserve fragments of ancient history or generations of accumulated superstition has never been determined.
Modern Caelmourn
Caelmourn remains the undisputed political, cultural and intellectual heart of Elaris. A thousand years of continuous civilisation survive in its streets, archives, guilds and ceremonies, even as the silent palace denies the city the public presence of its monarch.
Generations have lived and died without seeing the sovereign, yet the institutions founded by the first kings continue to govern. Caelmourn therefore endures in a unique state: orderly and prosperous, ancient and learned, with the unanswered mystery of the Citadel standing at its centre.
