Overview
The Concord meets wherever the first heavy rain falls after midsummer. Delegates bring bowls containing witnessed memories; statements may be challenged, but not altered once the rain has accepted them.
It has no standing army. Each member maintains wardens, guides or river craft, while the Orunai provide knowledge of paths that can move an invading force far from its intended destination.
History
The alliance formed after the Veyran green-fire campaign demonstrated that no single border town could resist a great power. The founding compact placed the forest itself among the signatories.
During the Silence the Concord preserved testimony that vanished from ordinary archives. This made its rain records essential to later historians and deeply inconvenient to rulers who had revised their own conduct.
The present record
The Concord governs trade along the forest edge and mediates disputes involving memory. Its greatest internal question is whether a remembered crime is evidence, a person or merely rain.
An intact memory of the Shattering has been offered at the next meeting. Three temples and two governments have already declared it fraudulent without seeing it.
