Overview
The League is a treaty system rather than a nation. Each port keeps its own law, coin and fleet, but accepts common signals, lighthouse standards and rules for convoy defence.
League politics are conducted through tariffs disguised as moral principles. Its admirals cooperate brilliantly against outsiders and spend the resulting peace attempting to bankrupt one another.
History
The first compact protected the Shattered Coast from pirates and Veyran expansion. After the Drowning created the New Waters, the member ports raced inland and invited Gizmagrad into a broader maritime order.
Competition over northern trade collapsed into the War of the Seven Ports. No member won. The revised Concord of Soundings reduced private fleets and made deliberate destruction of navigational works a crime against every port.
The present record
The League dominates long-distance shipping and chart certification. Its power is checked by Gizmagrad's artifice, Talren finance and the fact that three ports routinely vote with whichever side is losing.
A proposed eighth charter for a moving island has produced a constitutional crisis: the treaty defines a port, but never requires one to remain still.
