An ancient river kingdom governed from Caelmourn by institutions that continue to speak for a monarch no living citizen has seen.
Overview
Elaris is the oldest continuously governed kingdom in the central lands. Its authority rests on the royal roads, county courts, river tolls and the enormous prestige of Caelmourn's archives.
The realm prizes continuity above speed. Laws are amended through precedent, offices accumulate ceremonial titles and local freedoms often survive because no clerk can locate the charter that would permit their removal.
History
King Aeren unified the Eldwen settlements and established the line later called the Gilded Lineage. Elaris expanded by marriage, roads and grain contracts as often as by war.
The present constitutional mystery began when the Royal Citadel closed after the last coronation. Ministers still receive sealed commands, but no monarch appears. Every faction benefits just enough from the ambiguity to avoid forcing the gates.
The present record
Elaris remains wealthy, learned and administratively formidable. It is also slow to answer the new maritime powers created by the Drowning and increasingly dependent on guild technology developed elsewhere.
Three rival schools of law now debate whether an unseen monarch can die, abdicate or be judged absent. The crown has issued no opinion.
